Dick is an orphan and since he had no family, Bruce offered to adopt him.
Also, in the past, adoption rules were super fucking lax. Bruce never formally adopted Dick (this becomes a plot point post-Crisis; part of the reason Dick severs all ties with Bruce after Jason Todd came along was that Bruce legally adopted Jason but never did that for Dick). So in Bruce's case, since Dick had no family, he became Bruce's ward which in olden times means "orphan living with someone who promises to take care of them but can get rid of them at any time".
