your idea feels underdeveloped from the cliff notes given, certain details don't mesh whatsoever.
the strike force aspect completely contrasts with the clandestine nature of the inner circle, most of the inner circle should be absolutely focused on not allowing any culpability in their actions even alongside the other high profile members because anything could be used as leverage against them.
you also have a character in sunspot being "recruited" by emma frost instead of having him as a major player despite his history - the characters chosen aren't a problem but it feels as though you're trying to fit square pegs into round holes
you could have four major players all fighting for power whilst they command a team of operatives to complete their goals - the inner circle agrees on actions which their strike team then commits to accomplishing, only for things to not go as planned due to the political maneuvering of the main four players. all of the kings and queen deny any actions and have their own plants and sympathisers on the team whose allegiances ebb and flow depending on circumstance, but undermine the main objective depending on who in the inner circle has whatever agenda at the time. that'd allow for your characters to interact and have both perspectives without it jamming against the core ideas of what you're going for
