I think both can work. If they're going for a more savage, bloodlusty Cheetah, then they should go for the more distinctly bestial naked /w no hair look. If they're going for the more sophisticated, cunning version of Cheetah, I'd prefer something akin to pic related.

This. And frankly, I much prefer Barbara as an intelligent, posh schemer. Like, they keep pushing her as the arch because Superfriends (even though personally I think Circe is a better fit), so she might as well fuckin' act like it.
Also, this is her best design. Being voiced by Claudia Black doesn't hurt.
