It's the same main timeline cap, he had a return device to take him back to when he left the whole time, when he went back to Peggy he made a timeline so main timeline Peggy still grew old and got married with someone else.

see now that's where things get a little fucky yeah he should be able to return to the platform but I like to think that maybe in the alternate timeline at that time my tank pimp and Tony and Howard were able to make a time machine of their own since we know from the movie that when they travel through time they don't exactly end up on a platform so maybe by using return device they were able to reverse engineer a time machine

His timeline would have diverged so much by the time that happened in our reality that it's doubtful that he'd even NEED to stop it. But if it did, it'd probably be some Neo Hydra plot and I'm sure he'd come out of retirement with Peggy to prevent it.

No. Every action including taking stone away creates new timeline.

No, because it's something that always happens within this iteration of time. Notice that Peggy's husband is never pictured, only her children. When she meets Steve in winter soldier she remarks as to how young he looks. Why would that be something she needs to focus on if she hadn't grown old with him. He does know the rules of time travel though. Changes to history wouldn't do anything for the timeline would just cause branches, not change his reality.

What it comes down to is that until they specify in movie, you can choose to believe either or and you won't be wrong. Side with the writers or directors. It's Schrodinger's Cap.
