I mean, it's a subtle way to reference his first introduction in Avengers, specifically in the scene where Steve comments on the usefulness of Tony Stark's negro but still asked him why he decided to equip the negro with an armor made of sophisticated white technology and requested that he instead be turned into Cotton Machine. It was a subtle complex commentary on modern society's values and how they are taken for granted, tho I do agree that Steve looking into the camera and ordering all black people to stop watching the film was kind of..pushing it.
