Because it's stupid and decompressed(aka one of the biggest problems in comics). This scene has a simple set up with the therapist earlier and then it's this page. Its effective and dense without beating you over the head ir forcing shit on you. This page tells you a lot of things:
Superman is always listening, not just the girl's cries for help, but in a crowded train while saving lives, he hears everyone's problems.
The simple words "it's never as bad as it seems" and "you're stronger than you think you are" being incredible through their simplicity, here's this godlike being telling you something that, if you stop and think for a second, are true. Life is never as bad as it seems to you in that moment, and you can get past it, you've moved past problems your entire life and once they passed, they seem... smaller.
Theres no need to shove some cheesy "hurt I am yo fren" scene with a throwaway character that will never show up again.

Not really. The words he said on the page aren't "I'm helping you and you can make it because of me". It's Superman, with his hands full saving the city, dealing with an illness that's killing him, dealing with personal relationships(he's talking to Lois before he runs to the girl), and he takes the time to remind a person that they are stronger than this. No matter what, Superman will be there for you, but not to carry you over that bridge, but to remind you that you've crossed bridges before, and the length of this one is not as overwhelming as you might think.
It's depth through simplicity, it might be an overly spammed page but objectively speaking, that does not influence the quality of the actual scene.
