Logically, Billy should win since he outclasses her in every way. Her only prayer is for a series of events far less likely than Billy beating her to death like 18 did.

1. Billy has to call down transformation lightning. As the Curse of Shazam showed, he has to call the lightning with the intent to transform in order to transform. His basic lightning won't do. Otherwise every time he zaps Black Adam Black Adam should transform back and every time he throws a lightning bolt his hand should turn back to Billy's.

2. Carol then has to absorb this specific lightning bolt.

3. Billy has to then not recall the lightning as he's been able to do when he powers Freddy or Mary.

4. Carol then has to zap Billy with the lightning--which should be hard as he's faster than his own lightning (its how the Kingdom Come special works) and faster than even Black Wally West.

All this has to happen for Carol to win which is FAR less likely than Billy just clobbering her to she dies like 18 did in her last fight.

Hal, especially modern "Pure Will" Hal, is deceptively high tier on the JLA roster.

He's contained black holes before. And in Morrison's current run he killed a Sun Eater by overpowering it. Sun Eater's are galaxy level threats who eat nebulas as snacks and Hal killed it like a punk.

He's not Superman levels of bullshit, but god does he get up there at times. Remember when he BTFO Zod by driving his speed force anomaly jet into him?

Because literally everything Billy has done in every single comic he has appeared in, he has shown that he is on the same level of Superman, and that is unavoidable no matter what Shazam comic they look into. Nothing Carol has done would match the amount of bullshit Billy pulled off.

New Earth Billy was certainly on Superman's level since he was able to arm wrestle him equally while sharing power with Mary and Freddy and Superman explicitly called him his physical equal.

Nu though...well he did knock Superman silly, it wasn't in a conclusive fight. He should still win since his power is drawn from the same source as all the Captain Marvels in the multiverse though so other feats should apply to him.

It really is a repeat of the 18 fight right down to Billy having a way to reabsorb any energy Carol drains just like 18.
