It's because it's the only show on tv that's both a) largely script driven, and b) prioritizes accuracy to the storyboards over being on-model. The artists get to do what they've always wanted to do but haven't been able to; spend a lot of time on drawings that will actually make it to the screen relatively unaltered.
The earlier seasons and the later seasons are produced the exact same way, the only difference is that the industry surrounding it went to shit. The artists have no restraint because they never had the opportunity to learn it on any of the other shows out there
Spongebob was never good. It was always just a toned down Ren and Stimpy and Rocko for soccermoms. It single handedly killed Nickelodeon, as every show that followed just tried to imitate it
