Maybe she has a bit of a reputation, with rumours floating around regarding what she is. With some people off to one side thinking she's a witch, skinwalker, alien or something else, other people thinking she's just an opportunistic thief searching through these weird places when they show up.
I could see that working, treating her like an urban legend along the lines of mothman, jack the ripper or anything along those lines.

I'd imagine abandoned malls, apartments, amusement parks, piers, and other things just dropping out of the fog like they've been there for years when they very clearly have not only to disappear shortly thereafter would spark many rumors.

Given it's the Midwest, the first people to get in on it before the rumors are verified would either be The Summers Family, the Jackalope, or maybe even the Hobo Intelligence Network.
Once they're notorious, Yea Forumsntainment would probably send in a squad to verify it for themselves.

The HIN would probably be convenient to use because they basically have fuckall going on. A story that wants to use them could do whatever it wants with them without stepping on any other story's toes.
