The NFL existed first and then in the early 60s the AFL was formed and at first they were basically a minor league talent wise, but as time went on they attracted (paid out the ass for) more and more elite talent. It got to the point that a serious argument could be made that the AFL champion was as good or better than NFL champion (also the AFL played a more wide open aggressive game) so by the close of the decade the first super bowls were played between the AFL and NFL champions. The NFL won the first two, but the AFL jets won the third. Soon after the leagues merged into the NFL but the conferences became the AFC and NFC in homage to the pre merger leagues. There's only 32 teams for a very large country so that's not enough for relegation. If, perhaps there were 100 teams it could work with tiers of 32, 34, 34 or some such, but it is incredibly expensive to field a football team of 53 fully geared players and pay all the medical expenses. Plus you have to compete with college ball.
