Anyway, if you're saying Leclerc could leave for a more competitive car within 5 years, then sure, maybe. I think it's impossible to see the future though. Ferrari clearly do have a great car this year with a great engine, even if the car isn't quite as good as the Merc. But it shows that Ferrari are right up there, especially considering their engine is considered the best, so they could well have a championship-winning car within the next few seasons.

Yes, it's not the rules that are benefiting the merc right now, it's a rule change that will benefit a ferrari in a future that is necessary for them to be on edge, otherwise it's almost even. I hope, but don't believe that Ferrari will deliver a car to match the mercedes if things will be like they are now, without rule changes, etc. Basically if ceteris paribus, they'll never get them.

Rule changes obviously do usually provide shake ups because teams are interpreting them behind closed doors, so they often interpret them differently, and it's only once the best (and perhaps most radical) designs are seen in the open that convergence starts to happen.
But surely both Ferrari and Mercedes have just as much chance as each other to ace the new regulations. So that's why I'm not sure whether it will be a turning point. 2017 didn't produce a change after all.
But I do think Ferrari definitely have a chance to challenge over the next few seasons, rules change or not. The last two races have shown that, in some areas, Ferrari is indeed stronger than Mercedes.
