If there is no gap between the white line and the tyre from a vertical view point then the tyre is in contact in terms of these rules, that is clear for anyone to think, see, and do, it is the same with football goals, the FIA can word and interpret rules how they like, show me an example of a driver from a shit team doing what Vettel did and having the time disallowed, you won't find one.
