Monaco is a good track. Perhaps the main appeal is that it's a tricky and technical track where any mistake is punished with a crash. It must take more mental concentration than any other track. But also overtaking does happen during the race, and also there's undercuts and overcuts to mix things up too. So I think it's a great track.

Red Bull ran an incredibly shallow rear wing at Spa to reduce drag. I think they had a modified front wing as well with a shallower top element. Just because they are good at generating downforce at many circuits does not necessarily mean that they have a massive drag penalty at others. They're probably smart enough to set up the cars properly for each circuit.
