It's called big six because they are the biggest clubs and generally will take up the top 6 spots unlike others which fluctuate, the premier league has pretty much always had a two horse title race the two horse this time just happen to be way ahead of the rest.

there are 20 potential winners but every title race ever has pretty much been between two teams.
In the past when Liverpool went to play Arsenal or Manure you always thought you were in for some tight game rather than a blow out
Winning the CL asks for something else than winning the league, Manchester City have a lot more depth in their squad than Liverpool which makes them much more likely to perform consistently in the league, even when the match schedule gets busier.

The difference is in Spain it's the same big two all the time. In England the big six have done a lot of rotating in the last 10+ years but with a very small number of exceptions it's always been them.
