Tarmac run-off is used to give cars more chance to brake and avoid hitting a wall. Replacing gravel traps with tarmac run-off became popular after Burti's Spa wreck in 2001, where the car skated over the gravel and barely slowed down at all before destroying the barrier. It's also popular because bike races want it, as it's better to slide on tarmac than bounce on gravel and break extra bones after a fall.
