The problem is that touching an opponent on the face is an offence, so players have to exaggerate any contact for the referee to notice it. FIFA are too incompetent to police it properly so this is what we're stuck with for now.

Referees can't check the camera for that, which makes sense because the game is too fluid to stop it for the ref to check replays. We have introduced video referees but they only deal with particular incidents so it can't deal with this yet either. The answer is for FIFA to take retroactive action. Players will stop doing it if they know they're going to get a hefty suspension after the fact. But FIFA have proven time and time again that they won't take retroactive action because it 'undermines the referee'.
The short version is we need different people deciding how the rules work because they're a bit of a mess right now. The fact that they can't decide from season to season how basic things like handball and offside should work really says it all about where they're at right now.
Somehow most players in bundesliga get along fine without diving or embellishing. When someone commits a foul, they just throw a hand up to signal it like they would any non-contact foul like a handball. It works about as fine for better or worse and looks far more dignified. Has this... never occurred to southern Europeans and Latin Americans?

The mentalities are different. In Northern Europe we believe that how you win is important and it should be done in a correct manner. Meds and Latinos have a win by any means necessary mentality, which means that if they can cheat and get away with it then this is considered a legitimate tactic to win a game and will be celebrated as a good win. Overacting when taking facial contact is simply a manifestation of this mentality.

this is a thing with chinks too, they have a saying that roughly translates to "if you can trick them, trick them."
I always thought it was because they are so emotional (and physically competitive with their looks) that a slight bump most would brush off in a contact sport leaves them angry so they go harder at that opponent and it just escalates from there.

i referee soccer and this is actually pretty true and well-known in girls/womens leagues. while the girls and women dont play as intensely as the guys, they hold grudges like that
