He is criticising government, both in football (UEFA and FIFA) and in general politics. The first quote (from Shakespeare's King Lear) is saying that the common man (and the footballer on the pitch, even though they might be "superstars") have no real power. Those who are in charge will keep using the common man to gain for themselves, and war is perpetual and ever-intensifying.

1. Fixing bodily cells that are dying and declining, to be in a state of perfect health; as is being done with footballers now, so they can play at a higher level, for longer;
2. Fixing a person's cells to (work for the goals of) the state: i.e. Creating a slave for government.

He is saying that as technology gets better, it will constantly be used to oppress the common man and make him more and more a slave to the state, so he ends up being just a number and no longer a human being.
It is the common man who suffers at the hand of powerful governments.

The "I love football" at the end, I interpret as him saying that the governing bodies are killing the actual game, and what he always knew football to be (with things like ever-increasing numbers of competitions to make money, regardless of the impact on players' well-being; VAR; ignoring oppression in favour of money, as with the World Cup in Brazil en.wikipedia.org/wiki/2014_FIFA_World_Cup#Controversies; and in Palestine, where Israel has broken FIFA's rules by stopping Palestinian footballers from playing [and literally killing them] and FIFA says/does nothing).

He says it like this so that the media can't crucify him and make a huge negative headline about his "outspoken political views". All they can do is write about how it's "bizarre" because they don't understand/can't clarify the metaphors or references.
