1 - If Pirelli made better tyres, would modern cars beat all the 2004 lap records? Apparently tyres were really good back then because Bridgestone and Michelin were competing. Engine power was about the same back then (900 - 1,000 hp), and the modern cars have more downforce.

1) Modern cars have pretty much already beat the records. Tires aren't really a factor since they use brand new ones. Speaking of quali of course. 2) Fuel, airflow and reliability limitations. With 100kg/h flow limit you can only do so much. If you remove the fuel limiter, then turbo will probably limit your airflow somewhere before 1400. And even if you could pump all that air inside the engine, reliability of engine and whole drivetrain will probably go downhill since they're rated about 1000hp, and to rate them higher, they need to be heavier especially since exotic components are banned (IIRC) so you could potentially go nowhere
