Because the organizers of the Premier league have made it so every team plays 2 games against every other team. They then declare the team that has the most wins after all of that as the Premier League champion.

UEFA organizes many tournaments that have elimination playoffs and the top few teams in the Premier League get to participate in them along side the top teams in other european leagues. So, similar to many north american leagues that have a "regular season" and "playoffs", teams in the premier league are motivated to perform well in their league in order to have a chance to participate in these UEFA playoff tournaments.
