They only have 2-3 real top class players. The reason they did so well last year is because the whole teams understands the tactics and plays the way that Klopp wants them playing (and they avoided injuries to those 3 players).

In a style like that you can’t just sign players and expect them to settle straight into the first XI. They probably decided that since no one who fits the dynamic was available that they don’t want to disrupt the team as it is.

It's pretty hard to improve the team, and any new player needs to specifically fit Klopp's system.
