They were "world class" half a decade ago. Nowadays football is nothing but pace ngubu's running the wings and every team trying to either play out the back methodically or press their opposition to submission. The boxes have become too congested when small teams choose to defend deep and deny the opposition space which means that the only way to break through them is through pressing or crossing from the wings.

Ozil, James, Gotze and Coutinho would thrive in the center where they could pick passes and let their teammates do the defensive dirty work but with every team employing a team-wide system, it's hard for one CAM to make the difference. In the case of Bale, Sanchez and Higuain, they just became old and shit.

De Bruyne is twice as good as the players above. Probably even combined. He performed really well at every club, except for when Mourinho did not feel like giving him a chance.
David Silva has never not been good and always performed really well. Despite his age he actually improved under Pep.
Bernardo is young, plays well and is consistent.

The first three are too expensive for their inconsistent performances and the last three are key players that are expensive BUT almost always perform. Consistency is the key too modern football, especially for clubs that compete in a number of competitions and actually want to win all of them as well. Ask yourself, would you really sign Özil over Bernardo or even, despite his age, Silva?
Also, the last three are City players and Guardiola is simply extremely good at getting the best out of his (creative) players.

Players who demanded high wages who cannot perform at such level and get complacent because they make a brazillion dollars a year. Also bad management when you end up paying 27-30 year olds insane wages and wonder why they start sucking 2 years into their contract. Götze was a very complete player,he non ironically got ruined by Poop/buyern and the fact he has an illness that makes him fat.
He would be a completly different player if he just stayed at dirtmund.He and so many other talents destroyed them selfs moving to buyern,only to ride the bench and never finding back to their old form.
