No they are not. Punk was a promo guy.

All that changed was WWE changing their policy on not pushing anyone smaller or from the indies. The problem is if you take away every thing about a wrestler that makes them good and force them to do scripted promos and scripted WWE matches, all that is left is the body. But the current crop are all workrate guys. Punk was all about promos.
