They're not banned from making signings, only from registering new players to the squad for 2 transfer windows. Although I doubt they will make any more new signings after Kovacic because he was already on loan from Real Madrid.

Comes down to wage bill mostly. Liverpool's wage bill was 246 million in 2018/19 which was 60% of their turnover. Clubs coming up from the championship aren't weighed down by it.

They are doing all their deals in overly instalment plans, I'm sure they have a bit more than £40 million to spend but yeah, they are penny pinching over instalment plans for a £25 million defender they desperately need.

Sorry it was 2017/18 and that's including the salaries of everyone at the club. It'll probably be a lot higher since the arrival of players like Keita, Allison and Shaqiri which makes sense why Liverpool are refusing to buy any more players. It seems like all the big clubs try to keep their wage bill to around 60% of what their turnover is.
