Think how there were 7 engine manufacturers when the V8 was introduced in 2006. Although to be fair this dropped to 6 the following year in 2007 when Cosworth left, and then dropped to 5 in 2009 when Honda pulled out, then 4 in 2010 when Toyota and BMW left but Cosworth rejoined - although the reason Toyota and BMW dropped out was due to the recession.
In 2014, the beginning of the hybrid V6 turbo engines, there were just 3 manufacturers because Cosworth dropped out again. But Honda rejoined the next year in 2015 to make it 4 again.
But yeah, F1 has famously found it difficult to lure new manufacturers in during this hybrid turbo era. VW / Porsche (both part of the VW Group) were interested at one point but then dieselgate happened. Aston Martin were interested but only if the engines were simplified so that it would be affordable for them. Cosworth too were interested in rejoining but again only if the engines were simplified.

All the great drivers are flawed humans. You have to be ruthless, vindictive, somewhat delusional to be at that level where you can keep winning like that. People usually described and simplified it as having something extra.
For the normal people, switching to that gear is way too taxing mentally to keep it up all the time. Most racers can do it for just the one race and then they're back to normal. In 2000, David Coulthard became so fed up with being disrespected by Michael Schumacher on-track, that he switched to that level at the French GP, drove like a madman, bullied Schumi to win the best race of his career. But because DC is DC, he later apologized to Schumi, drifted away in the season as Hakkinen became Schumacher's main challenger again.
I think Rosberg is the only example I know of that managed to do it for an entire season and that's why Rosberg quit immediately because it was too taxing to do it again. He basically admitted to abandoning his pregnant wife emotionally that season, because his mindset wouldn't allow anything but the title. So after getting a WDC out of it, first time trying, he prioritized his health and family and quit. Hamilton resents him for that btw.
Look at Vettel. It's not a coincidence that Vettel's reputation first took a hit in 2014. That's when Ricciardo stepped in, but that's also when Vettel became a father for the first time. He became a family man. And that's when you lose speed. Sometimes, you see the old beast, like in Baku '17, but not nearly enough to best someone like Hamilton.

Ferrari are going to be an engine manufacturer as long as they're in F1. Mercedes and Renault have been using F1 as marketing and technology hotbed since the 90s and actively pushed for the current regulations (initially even for a flat 1.4L formula) Honda can't stay away from F1 for some reason. In the past, they used it to push their engineers to their limits, but they seem to do it for marketing purposes now too. Another problem is that, when Honda and Toyota dropped out it was mainly because their works teams dropped out. When there were a million engine manufacturers in the 90s, it was because a brand like Peugeot would indeed just build a V10 and give it to a team. For some reason, Toyota having its works team and Renault actually winning seemed to trick car manufacturers into thinking they had to have a works team. But yeah, like this guy says, back in the day a manufacturer could develop an F1 engine based on an existing engine (the BMW Turbos in the Brabhams were based on the engine in the BMW 2002) while the rules and requirements are a big clusterfuck now >he doesn't know

Saying how Lawrence Stroll, who was a shareholder in Williams when Lance was driving there, wanted Williams to sign a Haas-style deal with Mercedes (like Haas have with Ferrari, taking as many of their components as possible). And really that's not a bad idea, especially with Mercedes being the dominant team of course. But Claire Williams didn't want to. She wanted their "independence" or some shit. And like the article says: "whether that is a realistic vision in the confines of modern F1 or an overly sentimental approach to running the team her father created is open to interpretation". So Lawrence Stroll went to buy Force India instead, and now Racing Point have a Haas-style deal with Mercedes instead.
So yeah, maybe Williams are just completely ignoring the realities of modern F1.
