Give points to the first ones to pass the top, but also to the ones with the fastest time.

A number of anons have pointed out that timing the climbs instead of merely giving it to the first summiter would make more sense.
The guys who actually want to win the mountains competition would be able to do so without constantly having to be in the breakaway with the scrubs, especially since those climbers are there to support their GC leader.

But, of course, that's the main problem: the most capable climbers are only brought onto the team to support the leader, not to win stuff for themselves. They're no different than sprint-leadout riders. No sprinter would ever want his leadout man going off and getting intermediate points or mountain points.

This. Even in amateur-level running road races they give you a little transponder that's glued to the inside of your number. It tracks your start and finish times, as well as all your splits.
Why doesn't the multi-million dollar Tour have that technology?

Points for fastest ascents, weighed towards harder climbs and special climbs (like the single hardest climb of the Tour, or the highest point, or famous climbs like Ventoux, etc) would be pretty cool to watch.

On top of that, I think it would shake up the GC a little bit, since some of those climbers are real GC threats most years.
