nah, not really. Roman is a blessing for Chelsea since he's put over a billion into the club and doesn't give a shit about getting it back and they wouldn't be a top club without his money, but they were decent before that. they were quite strong in the 90s and early 2000s, won the Euro Super Cup, were playing European football regularly, winning domestic titles sporadically and already had Frank Lampard and John Terry in the team, who became the heart of the club over the 2000s era after Roman arrived.
City were getting relegated and were on the level that Aston Villa are now until their club was completely made over by foreign money, quite literally a team of mercenaries who made their names elsewhere before moving to City.
