But when your athletes lose, suddenly all of the competitors are doping and you have to throw a hissy fit about it to save face. Unless there are legitimate doping tests that prove someone cheated and intended to cheat, your claims mean nothing.

The unfortunate thing that most people don't talk about is how politicized the banned substance list is. All these top athletes are using substances that give them an advantage, the specific ones they use vary by region though. So when the World Anti-Doping Agency suddenly bans one that they know is used in a a country like Russia for example and not in America, they may be intentionally doing so to prevent Americans from having competition from that rival nation. It's very coincidental how most of WADA's more recent bans target Chinese and Russian athletes in particular and it feeds the stories and bias that Westerners have about rival nations in athletics.
