That is a good point. Obviously if someone means it in a racist way, which they could, then by all means they should be criticised. But if they don't mean it in a racist way, which they genuinely might not, then it should be okay. Like you say, Bale has been compared to a monkey. It's not a surprise that many humans resemble monkeys since we're so closely related to them. We ALL resemble monkeys really.

Comparing black people to monkeys HAS been used in racist ways yes, and can still be used in racist ways yes. When people throw bananas at black players they it is almost always racist fans, exclusively throwing bananas at black players and no white players.

But this doesn't mean every monkey comparison is going to be racist - obviously it isn't in the case of Bale. And so it could be perfectly possible to compare a black person to a monkey in a non-racist way, if that particular person bears a resemblance to a monkey... but obviously it doesn't happen because of the racist connotation and the history of monkeys being used as a racist idea.
