The reason they passed in the pits and not on the track, was it was fucking hard to pass on track because of the aero, so instead of getting stuck behind someone for 20 laps trying to get past, you just pit to over/undercut them. When they got rid of refueling, they had no choice but to sit behind them and try and get past.
It follows the path of least resistance. Make it easy to pass on track because of the aero, and they will pass on track. Make it hard to pass on track, and give them the option to pit to try and get past, and they will pit.
If you make it actually easy to pass on track, then no one would fuck their pit strategy for no reason.

Old Hock was somewhat unique. Killing drivers aside, if was the most pure remaining engine track (Spa and Monza also have a pretty notable aero focus). Hock was basically just "how long can your engine run at max power settings without blowing up, and how much reliability are you willing to trade to get that power up higher". Modern Hock could be any track anywhere in the world, it lacks any notable verticality like old Hock but lacks its identity as a balls to the wall power track, which just leaves it being generic as fuck.
As an autistic aside, old hock was always fun as fuck in vidya, and new hock is as uninteresting to drive as it is to watch.

In qualy/over 1 lap as points out with battery current spec is faster. HOWEVER total race time of the 2007 British GP was 1:21:43.074, and for 2019 it was 1:21:08.452 so it would be close in a head to head race. BUT track position is key, and the current spec car strategy wise can out last 2007 before needing to pit, will start ahead because they are quicker, can likely out defend and catch up better with electrical deployment, and has DRS to make passing easier on top of that of they do fall behind. They could also pit on the same lap and as current pit stops are a fraction of the time for refueling can pass on the pits as well.
