Bad management or ownership mostly. The worst team does indeed get the best pick, but if you suck at scouting talent and some fuck face owner can't stop making decisions they don't know shit about you end up like the Browns or the Lions.

There are lots of NFL owners who think because they got wealthy through their business dealings that they're obviously football masterminds too and won't just let their staff handle major, crucial decisions. Dallas is a franchise that would benefit from such an owner just sitting in his luxury box and staying the fuck out of the way. They're not nearly as bad as Cleveland though.

I don't think you understand drafting. You can't"draft" the hest players because the best players are already in the league. You draft rookies out of college with no professional experience. some shit the bed against pros, some take time to adjust, some come out the gates swinging. There are tonnes of players who go in the first round and have no career. and there are HOFers who went undrafted. college teams also run entirely different systems many that don't work in the NFL so it is hard to say. Also it is by rounds. So you don't get two first round picks without agressive trading. everyone gets to pick between your first and second. Then, maybe there are 20 really good guys. or maybe 0. first overall is really only good when a generational talent is coming up that year. and even then 90% it turns out to be a flop, or the generational talent actually went in the third round.

There are always going to be teams rising and falling. The Browns and Lions are exceptions (and the Browns seem to be on the upswing believe it or not), most teams can compete each year. You don't just throw in the towel because you got drafted to a bad team, though, unless you want your NFL career to be very short.

Because having the best players doesn't mean shit if your coaching and staff is garbage. Also having a high pick doesn't guarantee you will draft the "best" players. It means you have a better CHANCE at getting the best players. Good players can be found in all rounds many of the best active players in the league went in late rounds or undrafted.
