La liga's big issue is the fact that most cities aren't represented at all, so you get Eibars, Getafes and Levantes fucking around. It's not exactly their fault though.

La Liga has the best football on the planet. The Premier League is presented better though so it's nice and glossy for the casuals despite the football being dire outside of a few teams. The Spanish league could distribute TV money more evenly. Get rid of some of the foreigners in the league and introduce a 6+5 rule that Platini flirted with at UEFA. Punish Barcelona for the Neymar thing (finally) and get rid of their/Madrid's men in the league offices. Introduce a league salary cap to limit the power of the big two. Introduce mandatory transfer clauses to drain the English clubs of more money when they inevitably come to raid the talent every transfer window. Give tax breaks to clubs to work on stadium upgrades. Fix that fucked up tax system they have over there. Get rid of all non-European owners. Introduce new friendly at the beginning of the season pitting the winners of the Spanish, Portugues, French and Italian leagues. Each team plays each other and the team at the top of the table wins. Rotate competition location between Madrid, Lisbon, Paris and Rome. Call it the Copa Latina like the old cup.

You're right. Spain is also still dealing with wide spread unemployment. The fans will come if changes are made and money starts coming in to the clubs from other sources (TV, transfers, etc). The revenue generated from match day tickets sales is actually minute. So there could be locked-in, low ticket prices after a few seasons. Also, why not just copy the German system. It works.
