I don't know where you live but even in the north hockey is nowhere near as popular as futsal. It's a very expensive sport and almost non-existant outside of the big cities (excluding towns like barcelos and valongo for example), besides many people choose not to play it as it's quite irrelevant in the international scene (and every year it keeps declining, unfortunately). Also, although handball flies under the radar among the media, it is still the second sport with more kids playing.
So yeah, you can argue that rink hockey may be as popular as handball but futsal will only keep growing as a sport,

There were a few successful sportsmen before that, like Santana (tennis), Ballesteros (golf) or Fernández Ochoa (skiing) but they were the exception. After the '92 Olympics, sports became more diversified and pro, so sportsmen started to have access to better training. The generations of Nadal, Mireia, Gasol, Carolina Marín, etc. are a consequence of that.
