Currently all the attention in England is on City and Liverpool, if United signed Neymar that would completely change that. Neymar is also one of the few truly world class players that would possibly be open to joining Man U, just because he desperately wants to leave PSG and the pathetic French league, the Premier League is an obvious step up from this.
