The US funds women's soccer way more than other countries thanks to title IX. We've basically had a well funded women's national soccer program since the early 90s, meanwhile even the progressive european countries have only just barely started paying attention to the concept.

Soccer is a completely different beast than American sports. The whole high school, then college, then pro sequence is not going to work when all over the world 16 and 17 year-old top talent is already playing against each other at a highly competitive level, instead of curb-stomping weaker high schools. By the time they are 18 or 19, they are practicing with the men's squads. While a 19 year old European top prospect is getting his ass kicked and getting meaningful reps against men, American counterparts are playing kiddie stuff in college, banging sorority girls and thinking they are the shit because they are in a big program. At 21, euro prospects are already getting minutes in the real deal. At that point, American prospects are doomed. And of course, South Americans are playing professionally at 18. So you are fucked either way.

Get them to play a match against a team of 15 year old boys, and we'll see just how "great" they really are.

Not really true, on a number of levels. Many high school programs here for football and basketball are basically travelling teams of the top talents in the country, designed so they can play against each other. In baseball, again, travelling teams, and they can be drafted at 18 and start making their way through the pro system. Development starts very young in all of these sports. It's not working for soccer because it's a sport for either poor latinos or rich white kids in this country. Even if we do manage to develop a decent soccer player, the rest of the competition in this country sucks ass, so they have to continue developing elsewhere. That's a major contrast to hockey, baseball, football, and basketball, where the best leagues are domestic.
