Every year more safety shit bogs new cars down, making it impossible to reach the same dry weight. Valkyrie could be 100 kg lighter than its nearest competitor and maybe another 100 lighter than the average.
Series 2 Lotus Elises and Exiges, which are horrible uncomfortable and typically unreliable, bottomed out at the end of their production run and have been appreciating since then (I've seen Exiges go from $45k to $60K nearby). The consensus is that this is simply because you can't buy a car as nimble and lightweight as these were anymore. Maybe you can build one, if you want a Caterham, but that also brings a huge, painful, and obviously annoying government inspection process.

You should just have to homologate your car's aero/cooling/bodywork setup before Friday practice. You can run whatever you like during practice, but you have to revert it before FP3. Also, there should be a staggered time limit in FP1 and FP2 based on your championship standing, so 1st gets 30 minutes, 2nd gets 35 minutes, 3rd gets 40 minutes, 4th gets 50 minutes, 5th gets 60 minutes, 6th gets 70 minutes, 7th gets 80 minutes, 8th 95, 9th 110, 10th 120. Also there should be a practice compound of tire which is way harder than the race compound and each car gets only one set of it per practice session, so a puncture puts them out for the rest of it.

I would keep it to within the season. It would prevent a Brawn GP thing where one team comes out of nowhere with a super fast car and then never gets balanced back down over the course of the season. The big thing for me is I want to take away the "tire wizardry" that we kind of have with the current tires, where if you learn how to utilize the tires you can predict much better the race and strategy and can also set up the car to get the most out of them. To me, using a Friday-specific or tire or even one kind of tire for all of free practice would solve pretty much all of that. I also want to go back to the Prime/Option way of things, with only the two compounds (we can still call them Hard/Soft), where the Option is mandatory for Qualifying by way of being much much softer than the Prime, and the Prime being hard enough to last the whole race and then some, to encourage drivers to push hard on it the whole way through.
I think my ideal format for the whole weekend would be: >FP1 120min Practice Compound, up to 2 sets >FP2 120min Practice Compound, up to 2 sets >FP3, 90min Prime only 1 set allowed >Q1, One-shot only (to punish fuck ups and potentially allow slower cars through), top 16 progress Option, up to 2 sets >Q2, Two 8min sessions, top 8 go first, then bottom 8, top 10 progress Option, 1 set only >Q3, One 10min session Option, 2 sets >Front row shootout, one lap from a standing start between the top 2 cars Option >Race Start on fresh Options, only allowed to change to Prime, no limit on number Primes allowed, but expected not to drop off so multi-stop strategies aren't advantageous. Also no tire warmers.
I know it's too autistic to put into place but I think it would be a really good way to mix things up without unfairly nerfing faster cars too much. Also for the rules regarding bodywork changes, have it only be a 3-place grid drop for each part you change (floor, wing, etc) so that it's still ok to change them if it's absolutely needed.

I want to cut down on pit stops as much as possible since it's a cop out that allows teams to wait to pass cars off-track instead of having to fight for it. The idea behind encouraging different strategies is that it means cars with different paces are on track at the same time, but it doesn't pan out that way as there's pretty much always one optimal strategy, and deviations from it are either strategi regretti or forced by safety cars. All that means Mercedes, who don't fuck up on strategy, fuck off from the front of the grid and then France happens. The prefect one-stop strategies are the reason for shitty races not because there's only one stop and there's no variation in strategy (though that is what defeats the purpose of having multiple supposedly race-viable compounds), but in the fact that, because the tires are designed to last only the distance of the race, combined with the massive loss of downforce when following a car, they overheat and lose grip after a couple laps of following, meaning overtaking on track is actually punished by the tires. Having tires that can easily handle sliding due to loss of grip and which can be pushed hard for the whole race, means waiting until pit stops to overtake isn't viable, and that on-track passing and close racing isn't punished later in the race. Combine that with regulations that reduce the downforce loss in dirty air and one- or even no-stop racing makes a lot more sense. Does it stop Mercedes from fucking off at the front? Not really, but it at least means they at least have to give 100% the whole way and can't rely on their buffer of dirty air to keep cars behind them.

But races as they are right now almost universally end up with the cars stratified by their pace. France toward the end of the race (until Lando's problem on the last lap) had literally only two cars out of place, Gasly and Raikkonen. It's clear that even with pit stops the cars still stratify out and passing doesn't really happen, certainly not without DRS aid. Unless you want to actively give following cars an advantage over the car ahead, even more so than with DRS, there's always going to be trouble passing the car in front; and as long as you have the current tires and regulations around them there will always be an optimal tire strategy and it will almost always be a one-stop.
2013 was the last year that cars could be made fast for less than $500 million.
