Because that's how it always been when all the major sports started in colleges 100+ years ago. The super duper stars that win games and get all the media attention skew how much the average athlete should actually get. Those kids and the 2 tiers below them get paid thousands anyway by boosters. Given the billions flowing around, at some point you're going to have to separate the athletes from the requirement of being students.

Most get $50k+ annually in tuition, room and board, clothing, etc. Athletes on scholarship are not hurting for money.

Because MLB started up before colleges got involved. Football and basketball, with the former especially, got their popularity first in college. By the time the pros actually got started, there was 30-40 years of tradition and fans built elsewhere.
