Williams cannot be defended, drivers can be They barery have money to get better parts or replace damaged ones. Thats also why they drive ultra safe to avoid crashes and damages. Williams is a pretty well-off team thanks to their off-F1 activities, for now at least. They definitely don't have the smallest budget in the field, and should have enough money to pay for parts. The problem is, there's some mismanagement going on and that's why parts don't get made in time for various reasons.
He's been out of F1 for too long and he's too old to catch up. You can say Kimi's five years older, but his pause was much shorter, and the team he returned to was much better - even so, after the break he wasn't as fast as he was before.
Like another user said, Pirelli tyres are also definitely affecting things. As does the arm, of course it does, but I don't think it's responsible for half a second of lap time. Also, Williams car really is so terrible that you can't say for sure if his car is any good, he was first driving flawed chassis from tests, then Russel's old chassis that's been through some shit.

It doesn't help that he's going up against Russell, who has had a very similar career to Leclerc pre-F1. Leclerc, who battered Ericsson from Baku onwards last year. Not to hype up Ericsson, but his average qualifying gap to Leclerc was 0.4 seconds. When you factor in that Ericsson had been in F1 since 2014 at that point, no 8 year break and so on, Kubica isn't doing too badly against Russell. IF he can keep the qualifying gap to around 0.3 seconds over the rest of the season, that will be quite respectable. Kubica does need to start beating Russell in races. Race pace was his selling point in 2017 and last year.
