Which athlete is, out of all of history, truly the greatest in their sport?

Considering things like improved sports science, and certain humans never having gotten the chance to go pro due to growing up in the wrong place, or even just certain sports stealing potential talent from other sports (how many NBA players would have won gold at high jump?) - can we say that any athlete is truly the best of all time (and no other human anywhere with perfect training could have surpassed them).

I believe only Usain Bolt fits the brief - I doubt any unknown guy living in a hut in africa or some random Indian street-sh****** could have outrun him with perfect training - nor could any NFL athletes.

I'd say Bolt and Woods, but I think it's more just them being iconic and popular than being the actual GOAT.
He might be the GOAT, but he still isn't basically in-disputed which is what OP is looking for.
