Depends what your hope is. If your hope is that they improve from 6-9-1, sure. If your hope is they win the division or make the playoffs, I'd dial back your expectations a bit. Bears are probably winning the division and I doubt the Packers have a good enough record to steal a wild card over the Cowboys, Panthers, Seahawks, Eagles, Falcons, or whoever else is up there this season.
I'd expect them improve their record and experience growing pains this year. Maybe next year they return back to form if Rodgers isn't injured or Lafleur isn't a terrible fit.

Last year was the first time the Chargers have beaten the Chiefs since 2013 (and only by one point), and it took the Chiefs fielding literally one of the worst defenses in NFL history for that to happen - and Rivers still managed to throw 2 picks in that game, and it still wasn't enough to win the division because the Chiefs ended up playing the better season overall.
Assuming the Chiefs defense is better than last years, Hill is suspended for four games maximum, and Mahomes is healthy, I can't see the Chargers taking the division.

No. The throw was terrible in that it should never have been made. The QB on that play was just as awful as the receiver not even bothering to do his job either.
You have a receiver who isn't even eyeing the quarterback or giving his route full effort, and you have a quarterback who not only was looking directly at his target for like 3 seconds, pausing and giving the CB plenty of time to realize he was throwing there, but he threw to a receiver that clearly wasn't even looking at him. It's obvious by the long pause that he was trying to adjust for the receiver's change in speed, but why the fuck would he ever throw to him when he was running low energy like that like the play was over? Which by extension makes it a terrible throw. It was "accurate" in the sense that he tried to overthrow it slightly so it would be out of the range of the CB, but had truly awful decisionmaking behind it.
Making a perfectly accurate throw is still a terrible throw if it's done in an incredibly stupid way like throwing it into triple coverage for an interception.

Those kind of quick plays are usually timed so that the QB makes the throw before the receiver cuts. You practice the rhythm of the throw and he followed that. The idea is then to place the pass such that the receiver is in between the ball and the defender, so that the receiver is the only one able to make the play. In this case, the throw should have been more to the sideline, and a little lower.
Anyway, he probably should have held off on throwing, but there was not a lot of time to realize the receiver was confused on the what the play was.
I mean, it's embarrassing, and he should have played through and probably started blocking, but it's pretty clear he misunderstood the play call and thought it was supposed to be a quick screen pass to the other side of the field.

You'd normally be right, but in this instance, Carr was watching that one receiver for like 3 seconds and it should have been very, very apparent that he wasn't going to cut. He was done with the play. I know on short quick passes, QBs often release before the receiver is looking back, but this is different because Carr waited several seconds before even throwing to him. He wasn't cutting, running, or looking at Carr, so the throw should never have been made.
