If you want to talk about upsets, talk about Brazil's showing in this tournament, or North Korea, or the USSR.
As for the officiating itself, Alf Ramsey said it best with regards to the South American teams - "Animals".
All you can fault really is the goal decision in the final, which was so close that it still kind of looks in from some angles. Referees/linesmen make worse genuine mistakes than that every game, in terms of how blatant the mistake was.
