I do think FC Twente has the potential to become (a little) bigger than them, though, considering Twente has a larger fanbase and because of their geographical location. If they ever get their shit together again, that is.

Because ADO in the public's eye is a club of hooliganism and aggression, something a majority of The Hague rather doesn't get involved with. And their recent situation with a Chinese owner screwing them over financially hasn't helped them either, in other words they are just fucking poor.

Den haag is close to Rotterdam so they compete with Feyenoord and it's where the government is. So most people move there for the jobs and have no real affiliation with the local 'culture'.
Utrecht is close to Amsterdam and have ALWAYS been a mid table team which doesn't help.
Twente isn't just drawing people from Enschede, but from the entire region of Twente, giving them a much larger fanbase. There's a little competition from Heracles but Twente are way more historically relevant (compared to Heracles at least).
Also Enschede is one of the poorest cities of the country so they're a working class club with pretty loyal fans, similar to Groningen.

Twente are still above AZ with points per game and already are promoted back to the eredivisie.
Right now AZ obviously is doing well, I just dont see them personally as the 4th biggest club in the country. The Alkmaarderhout is still fresh in my memory and they've always appeared to me as a Willem II-sized club that does really well with limited resources. They've also played a lot in the 2nd tier in their history, which is why I wouldn't call them 4th biggest.

Also to add on that, it's not exactly unheard of for big clubs to cheat and get relegated you know. Doesn't make it a permanently smaller club (except temporarily of course), just a lot less likeable.
