In conclusion, it will be a tight race where any of the two could win, but Italy gives me more relief that the government will do everything to get it done. So I place my bets in Milan.

That's what I meant with the spending thing. The last thing the IOC wants is to scare even more cities from hosting the winter games. Ever since Sochi wasted 40 billion dollars the Olympics are now scaring everyone to the point they had to elect the host of 2028 in advance (Los Angeles) in order to avoid more embarrassment. The fact Milan-Cortina will most likely spend the most money while Stockholm has a lot of venues like Friends Arena and Globen more than ready and prepared might play against them.
