Pros: Winter games in a Scandinavian country would actually be comfy. Last games held there in Lillehammer had lots of soul (pic related)
Cons: Low popular support, lack of transparency from authorities when compromising to get everything ready plus the insane distance between Are and Stockholm

Pros: Overwhelming popular support, country with rich culture and the government is showing strong interest in supporting.
Cons: Will spend much more money in a moment the IOC is trying to reduce costs, given they would had to build most of the venues from zero. Plus having Salvini around would make them lose points at IOC members who will probably want to vote for the city with more Diversity™
In conclusion, it will be a tight race where any of the two could win, but Italy gives me more relief that the government will do everything to get it done. So I place my bets in Milan.

That's what I meant with the spending thing. The last thing the IOC wants is to scare even more cities from hosting the winter games. Ever since Sochi wasted 40 billion dollars the Olympics are now scaring everyone to the point they had to elect the host of 2028 in advance (Los Angeles) in order to avoid more embarrassment. The fact Milan-Cortina will most likely spend the most money while Stockholm has a lot of venues like Friends Arena and Globen more than ready and prepared might play against them.
