no, that's not the point. not every community is capable of supporting the 15-20k crowd and accompanying TV audience needed to stay afloat/respectable in that league, but that doesn't mean they can't have a pro team. plus the quotas mean it's largely devoted to developing canadian players, who will then probably move on to MLS/europe if they're good
