Let me clear this up. Milan will not play in EL and thats' like 90% sure. If UEFA hurries up (Milan, Roma and Torino all sent mail to speed up the process) and bans Milan from EL, then Roma would qualify and Torino would play the preliminary stages. If UEFA takes ages to get the decision (I'm not sure exactly when the deadline is), Milan will renounce to their EL spot and Roma would be stuck in the preliminaries while a French team will take Milan's place. But there's a problem with the second option and it's the reason why everyone is trying to get UEFA to take a decision. Milan renouncing its spot would effectively tank Italy in the UEFA rankings which might cost Serie A the 4th spot in CL in a few years, in favour of Ligue 1
