Not much point for the NBA. A team in Vancouver or Montreal won't improve the American TV deals and the Raptors are enough for the Canadian deals. Even if you gwt past that an expansion team would cost over $1.5B USD which would be insane with the current exchange rate.

The largest employer in the north is the federal government. Something like 80% of all jobs, although there is fishing, hunting, mining and tourism jobs.
Back in the 40s the government boosted the North's population by paying natives to move up there to those northern Islands, so they could maintain their land claims during the cold war. 'forced relocation's they call it now. On those islands there's only a few hundred people I think.
