Barely any monetary incentive for people to actually pursue it seriously. Regional level or State level players still have to work regular 8-10hr jobs to support themselves. You have to understand that sports is a way for people to escape poverty and most athletes come from generally poor communities. Sports quota Jobs all got gobbled up by cricket or athletics or boxing etc so Why waste time and money doing something that won't secure your future? Football has a far longer history in India, clubs older than 100-120yrs exist but they don't have any money. most of the sponsorship money went to cricket so obviously it's a much more lucrative profession for people.

We used to be pretty decent in the 50s and 60s up until 70s. But we lost that initial headstart when cricket took over after we BTFO the English in their own posh sport. We may not have the money but Unlike the chinks we actually have had a decent history of the sport. We have half a century of neglect to make-up which isn't going to be easy at all but we'll get there before next century for sure.

Football was never a nation wide thing. It has always existed in pockets like Bengal or goa and kerala in the south. We're too big to even go from one place to another. And back then Connectivity wasn't really conducive to spread the game either. Cricket got a head start via satellite television and after the world cup just exploded in its reach. Yet despite all the hurdles still We've more international pedigree. We've more Asian gold medals, we finished 4th in the Olympics which is more than I can say for Pakistan.
