CONMEBOL existed long before CONCACAF, and the two confederations went their separate ways. There have been a few crossovers over time, but don't expect anything other than that. CONCACAF are well aware that their level of football is filled with mostly shit teams (Central America, mainly), and they don't want to risk having teams like Mexico and USA (lol) not going into the world cup.
the US got 4th at their last copa america. obviously they lack the consistency to qualify year after year, but it wouldn't be a massive stretch for them to get into a qualifying pool with 8.5 spots.

It would be more important to move non-European countries from UEFA to AFC. Israel, Turkey, Russia, Kazakhstan, Georgia, Armenia, and Azerbaijan aren't European countries geographically or culturally. France should be moved to CAF, their national team would be at home in Africa.
Number of teams in the world cup should be reduced back to 24 and spots for UEFA members on world cup should be reduced to six. That would make qualifications more interesting by raising stakes.
Russia has more in common with Europe than with Asia, both culturally and geographically. The bulk of it's population is in Europe

some of those islands are so isolated and low population that it costs a few hundred dollars just to fly to auckland. the flights will probably only happen like 1/week or even seasonally. its probably not very practical for the FA to operate their own plane either.
