The first I deas were (one) to cancel Brazil 2019 and change it to 2020. Or (two) to cancel the 2020 edition and just start that one on 2024.
But brazil alread had everything prepared and contracts made for the 2019 edition. And the second option would mean no tournament for 5 years. And Conmebol didn't want to lose the money. So they decided to held both. After the 2020 cup, every tournament would go back to be every four years.
