You can't mitigate the huge fine they got and their public image went way down the shitter. VAG also killed their WRC program out of nowhere that year, they already had a car built and testing.
Peugeot's problem went way beyond the price of the program, Peugeot was in a bad shape around that time, they only became profitable again a few year ago.
They have recently killed their WRX program because it's not going electric and the new regs might be inline with what they want so who know, they might be back.

They lost a ton of running time because of a few problems, we'll see what they can do in the race. They were the only ones that could challenge Ford in '16 so they should more than be able to be competitive.
