Gut instinct is it’s dead in the water and we’ll get improvements to pre-existing T2 comps instead.

No the European Rugby Championship, currently with Georgia, Romania, Belgium, Spain, Germany and Russia. This addition would probably see Portugal and the Netherlands joining the top tier of that competition and would presumably affect the lower divisions too.
